Overview


T12 Technologies is seeking a skilled Design, Monitoring & Evaluation (DM&E) Specialist to support End-Use Monitoring (EUM) operations in Ukraine under a contract with the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). This key personnel position is responsible for designing and implementing data collection frameworks, conducting asset utilization assessments, ensuring data quality and integrity, and preparing analytical reports that evaluate the effectiveness of U.S.-funded equipment transfers to the Government of Ukraine (GoU). The DM&E Specialist will work closely with the Program Operations Manager, INL Kyiv, and GoU counterparts to support a monitoring program covering up to 500 sites across 24 oblasts.


 


Key Responsibilities


Monitoring & Evaluation Design


•       Design, develop, and implement comprehensive monitoring and evaluation frameworks aligned with INL EUM requirements and U.S. Department of State policies.


•       Design and implement surveys and other data collection methods to assess the utilization of EUM assets and evaluate the extent to which transferred items have saved lives and advanced U.S. foreign policy objectives.


•       Develop standardized inspection tools, data collection instruments, and survey methodologies in coordination with INL Kyiv.


•       Establish quality benchmarks and performance indicators to measure compliance and program effectiveness across all monitored assets.


 


EUM Inspections & Data Collection


•       Conduct on-site, secondary, and virtual EUM inspections of designated assets in accordance with INL Kyiv’s approved methodologies.


•       Verify the physical condition, usage status, and storage compliance of designated assets across GoU facilities throughout Ukraine.


•       Collect photographic evidence and relevant data for all items subject to secondary inspections when on-site verification is not possible.


•       Collect data on the end-use of defense articles, 600 series, and dual-use assets to ensure they are being used as intended and not diverted to unauthorized users.


•       Conduct asset management and inventory tracking on 100% of EUM assets and report any suspected violations to INL Kyiv.


•       Support receipt, tagging, documentation, and data entry processes at asset transfer and handover events as required.


 


Data Analysis & Reporting


•       Analyze collected data to identify patterns of use, potential compliance issues, and year-on-year trends in asset management and inventory tracking.


•       Prepare consolidated inspection and survey reports summarizing monitoring visits, findings, and assessments in formats and timelines established by INL Kyiv.


•       Maintain and update the designated tracking tables and electronic records within a shared folder accessible to INL Kyiv at all times.


•       Prepare monthly EUM inspection reports, including significant activities, evaluation of progress, challenges, corrective action plans, end-user feedback, and proposed timelines for the next reporting period.


•       Contribute to the annual report submitted no later than December 1, including LDDT item details, key trend analysis, and relevant anecdotes and photos on EUM program impact.


•       Submit Serious Incident Reports within 48 hours for any activity with significant programmatic impact.


 




 


Records Management & Information Security


•       Maintain accurate EUM data in electronic format within the designated shared folder, ensuring data is readily accessible to INL Kyiv at all times.


•       Collect, consolidate, and maintain accurate inspection records, including serial numbers, barcodes, photos, and supporting documentation.


•       Safeguard all sensitive data pertaining to assets, inspections, facility locations, and recipient entities in accordance with applicable U.S. laws and regulations.


•       Ensure data is housed on Microsoft 365 servers compliant with NIST standards; maintain secure copies on multiple servers to safeguard against data loss or corruption.


 


Qualifications


Education


•       Bachelor’s Degree in Monitoring & Evaluation, International Development, Social Sciences, Statistics, Public Policy, or a related field.


•       Master’s Degree in a relevant field is preferred.


 


Experience


•       Minimum 3–5 years of professional experience in monitoring and evaluation, preferably on U.S. Government-funded programs.


•       Demonstrated experience designing and implementing M&E frameworks, surveys, and data collection tools.


•       Experience conducting field inspections, asset verification, or property accountability activities.


•       Prior experience working with or alongside Ukrainian security institutions (Ministry of Interior, National Police of Ukraine, State Border Guard Service, or National Guard of Ukraine) is strongly preferred.


•       Familiarity with INL programs or similar U.S. Government international assistance programs is a plus.


 


Skills & Competencies


•       Strong analytical and data interpretation skills with proficiency in quantitative and qualitative data collection methods.


•       Excellent attention to detail and accuracy in documentation and recordkeeping.


•       Proficient in Microsoft Office Suite and Microsoft 365; experience with asset tracking or database tools preferred.


•       Strong written and verbal communication skills in English; fluency in Ukrainian is required for Ukrainian national candidates.


•       Cultural sensitivity, local expertise, and adaptability to effectively perform EUM activities in both war and post-war contexts.


•       Ability to travel throughout all 24 oblasts of Ukraine without restriction as security conditions permit.


 


Preferred Qualifications


•       Experience with EUM or asset accountability on U.S. State Department or INL-funded programs.


•       Familiarity with FAR provisions related to government-funded international programs.


•       Training or certification in monitoring and evaluation methodologies (e.g., AEA, USAID M&E frameworks).


 


Working Conditions


•       Field-based with travel throughout all 24 oblasts of Ukraine, including remote, rural, and conflict-adjacent areas.


•       Must comply with Ukrainian air alert guidance and curfew restrictions at all times.


•       Contractor is solely responsible for assessing and managing personal security during field operations.


•       Must be physically and medically fit for field travel, including appropriate health precautions and immunizations.
